Neighbors have legal edge in Quail Canyon debate

The Pima County Board of Supervisors votes Tuesday on whether to approve a rezoning of the former Quail Canyon golf course for a 326-unit housing project. They must give super-majority approval to pass the plan due to a state law giving a minority of nearby neighbors extra sway.
